Es geht um die Zwangsgebühren für Fernsehen und Radio, die jeder Haushalt der Schweiz zahlen muss.

Der demokratische Staat Schweiz, ähnlich der Bundesrepublik Deutschland, hat die in der Verfassung geregelte Pflicht die organisatorischen Vorkehrungen für allzugängliche verpflichtende Bildung durch Schulpflicht, wie auch Informationsversorgung sowie Kommunikationsführung durch professionell geführte Massenkommunikation herzustellen.

Dabei reicht nicht, den täglich anfallenden Informationsdrang von Neuigkeiten und Agenturmeldungen zugänglich zu machen. Sondern durch qualifizierte Publizisten redaktionell zu erfassen und der Wichtigkeit und den Rezeptionsmöglichkeiten der Öffentlichkeit und den vielfältigen Lebensgewohnheiten der Bürger gemäß zu „führen“.

Es würde also nicht reichen, einen wilden informellen Informations- und Meinungsschwall, wie ihn die Bürger selbst durch Internetz-Formate dezentral und frei publizieren oder wie es kommerzielle Marketing-Medien durch Einschaltreize zu hohen Einschaltquoten bringen, als quasi „liberales“ Informationsgeschehen der Gesellschaft und den massenkommunikativen Spielen von Neugierde und Notwendigkeiten zu überlassen.

Eine mündige demokratische Gesellschaft muss die besten Vorkehrungen zur Vorstellungsorientierung und Information sowie Anreize zur privaten und öffentlichen Kommunikation erhalten.

Die Billag AG (Schweizerische Erhebungsstelle für Radio- und Fernsehempfangsgebühren, französisch Organe suisse de perception des redevances de réception des programmes de radio et de télévision, italienisch Ufficio svizzero di riscossione dei canoni radiotelevisivi) ist eine Schweizer Tochtergesellschaft der Swisscom, die für die Erhebung der Radio- und Fernsehempfangsgebühren zuständig ist. Sie erhebt die Empfangsgebühren seit 1998 und wird diese Aufgabe zum 1. Januar 2019 abgeben.

Der Kunstname „Billag“ setzt sich nach Angabe von Jonny Kopp, Head of Communications bei der Billag, zusammen aus englisch «Bill» (Rechnung) und Aktiengesellschaft, also wörtlich «Rechnungs-AG». Da die Rechtsform «AG» als Bestandteil des Kunstbegriffs damit nicht mehr eindeutig ist, wird sie den rechtlichen Vorgaben entsprechend doppelt angefügt.

Ziel der Billag-Einträge ist die laufende Finanzierung der Programmerstellung der SRG SSR und gewisser privater Senderstationen.

Die analogen Institutionen in Deutschland und Österreich heissen ARD ZDF Deutschlandradio Beitragsservice und GIS.

Dabei geht es um die staatlich und privatwirtschaftlich organisierte, freizugängliche Rundfunk-, Fernseh-, und Internetz-Inhalte-Programme-Produktion und –Bereitstellung einerseits und die privaten, gewerblichen und kommerziellen Nutzer, in den geografisch national gesatzten Bereitstellungsbereichen.

Private Haushalte haben unabhängig von der Anzahl der dort lebenden Personen nur eine Gebühr zu bezahlen. Autoradios sind hierbei eingeschlossen. Für jeden weiteren Standort ist eine zusätzliche Gebühr zu bezahlen, sofern man diesen für drei oder mehr Tage pro Woche und dies während mehr als sechs Monaten pro Jahr benutzt.

Das Geld fließt an die Schweizerische Rundfunk- und Fernsehgesellschaft (SRG) und an 34 private regionale Radio- und Fernsehstationen. Im Gegenzug für den Erhalt erfüllen die Sender einen Auftrag des Bundes, den so genannten Service Public: Sie müssen über aktuelle Themen in ihrem Sendegebiet berichten. Auch Unternehmen mit einem Umsatz von mehr als einer halben Millionen Franken müssen zahlen – ein Grund, weshalb sich auch der Schweizer Gewerbeverband für die Abschaffung der Gebühren stark macht.
Ab 2018 soll die Gebühr auf 365 Franken sinken.“

Blocher ließ die Schweizer schon vor einigen Wochen wissen, dass er mit „Ja“ für die Billag-Abschaffung stimmen wird.„

Wie überall, wo staatliche, private und kommerzielle Organisationen Massenkommunikation und Information herstellen, müssen regulierte Strukturen ermöglichen, dass eine steuerfinanzierte (Billag) freie, plurale, nüchterne Bereitstellung verlässlich erzeugt wird. Aber dass nicht durch die Marktmacht der staatlich finanzierten Konsumentenquoten auch die Werbebudgets der werbenden Wirtschaft weitgehend abgeholt werden, und den privaten keine ausreichende marktwirtschaftliche Finanzierung möglich ist bzw. durch rein kommerzielle Programmanbieter zwar Werbequoten eingeworben werden können, jedoch die Informations- und Kommunikationsversorgung unter „Berlusconismus“ und buntem Flitter untergeht.

Jeder Mensch hat schon mal von den Heinzelmännchen gehört. Viele Kinder und manch ein DDR-Mensch, die die Geschichten von Heinzelmännchen kennen, wissen aber nicht, dass es dabei um die, auch sogenannten, „HEINZELMÄNNCHEN VON CÖLLN“ sich handelt. Und Cölln ist dabei die schöne zweitausend Jahre alte Römerstadt am Niederrhein, die heute Köln am Rhein heißt:

„Die Heinzelmännchen zu Cölln“

Die Kölner an sich, die gerne leben gelassen werden, tun das um den Preis, selbst andere auch leben zu lassen – selbst wenn ein Dichter aus Kölnern Faulpelze macht.

In der Innenstadt, in Domnähe, findet sich traditionell „FRÜH’s BRAUHAUS“, wo es die weltbekannten Köbesse gibt, lustige, zuvorkommende, undezente, und gesprächige Kellner, die immer eine besondere Atmosphäre erzeugen – bei FRÜH wird man nicht in Ruhe gelassen. Aber man kann anständig warm essen – bis spät (bei FRÜH) – es ist bezahlbar und es gibt Kölsch, bis man das Glas zudeckelt, vom aufmerksamen Köbes unaufgefordert nachserviert.

Ich hatte heute „Königsberger Klopse“, die in der Speisekarte mit Reis aufgerufen waren, anstandslos mit Salzkartoffeln gewünscht und bekommen. Dazu gab es einen gemischten zerkleinerten gutmundenden Salatblätter-Salat mit Essig-Öl-Sauce. Doch es enthielt die sehr gelungene Lieferung der zwei Klopse mit Kartoffeln viel zu wenig Sauce und Kapern. Ganz freundlich wurde auf Bitten eine üppige Saucerine mit der begehrten Kapernnsauce vom Köbes zusätzlich aufgetragen. Und es wurde ein schöner Schmaus.

Jedenfalls ist das FRÜH – so lange ich Köln kenne, da – und verlässlich angesehen. Während es am Freisitz der FRÜH, zum Dom-Roncalliplatz hin, wo auch der große alljährliche Weihnachtsmarkt und der größte Weihnachtstannen-Baum am Hof gibt, eben tatsächlich einen figürlichen HEINZELMÄNNCHEN-BRUNNEN aus Sandstein hat, der seit 1899 zum Brauhaus Früh am Dom gehört.

Der Brunnen war im Laufe der Jahre sanierungsbedürftig geworden. Und das FRÜH betreibt bei jeder Gelegenheit Erlöse aus Weihnachtsbuden und Sonderaktionen zu Gunsten des Brunnens. Seit dem Jahr 2017 wird jetzt dieser Kölner Brunnen, mit allen Heinzelmännchen-Figuren auf FRÜH’s Kosten in vollem Umfang restauriert und saniert.

Und dazu gibt es noch eine wahre Geschichte, die ich FRÜH’s BRAUHAUS POST Ausgabe 07 / Oktober 2017 entnehme:

„Die Sage der Kölner Heinzelmännchen erzählt im Weiteren von einer fleißigen Horde kleiner Heinzelmännchen, die im alten Köln jede Nacht in die Häuser und Läden der schlafenden Menschen kamen, um dort ungesehen deren tägliche Arbeit zu verrichten. Sie nähten, backten, sägten und putzten für die Bürger, die jeden Morgen zu getaner Arbeit aufwachten und somit ein recht gemütliches Leben führten. Einzig die Frau des Schneiders wurde mit der Zeit neugierig, wer sich da wohl nachts Zutritt in die Häuser der Menschen verschafft. Eines Abends ersann sie einen Plan, wie sie die helfenden Eindringlinge überraschen und endlich einmal zu Gesicht bekommen könnte: Sie verstreute getrocknete Erbsen in ihrem Haus bevor sie zu Bett ging. Die Heinzelmännchen kamen wie erwartet nachts ins Haus und rutschten auf den Erbsen aus. Vom Lärm ihrer Stürze wurde die Schneidersfrau geweckt und eilte aus dem Bett, um einen Blick auf die armen Heinzelmännchen zu werfen. Enttarnt und gedemütigt flüchteten diese aus dem Haus des Schneiders und halfen seitdem nie wieder einem Menschen bei seiner Arbeit. Die Kölner mussten von diesem Tage an ihr gemütlich-faules Leben aufgeben und wieder ihre Arbeit selbst erledigen. Wat willste mache.

Die GRÜNEN haben sich nunmehr entschieden wichtige Ämter in der FRAKTION und auch in der BUNDESPARTEI neu aufzustellen – gewissermaßen auch „zu verjüngen“.
