After Protests for Racial Justice, Activists Ask: What Next?“

FERGUSON, Mo. — Leaning on a chain-link fence, Charles Mayo surveyed what was transpiring before him with a heavy dose of skepticism.

A crowd of several dozen decided to take an on-again, off-again demonstration into the street last Tuesday night. Wandering into the middle of West Florissant Avenue, Mr. Mayo said, would bring the police, which would bring confrontation, which would generate Twitter posts, which would attract more of a crowd. Sure enough, droves of officers in riot gear quickly marched in, a tense shouting and shoving match ensued, and Mr. Mayo, 45, raced to the front of the crowd to try to talk down both the police and the demonstrators.

Mr. Mayo has been a regular on these streets since the shooting death of Michael Brown, a black 18-year-old, by a white officer in Ferguson last year sparked a fierce national debate over race and policing.

But Mr. Mayo has been pondering a vital question: Is protest enough?

As the streets here have largely cleared a week after hundreds gathered to commemorate the first anniversary of Mr. Brown’s death and the nationwide movement it spurred, people inside and outside the protest community were calculating what comes next. For all its success in raising national awareness about police shootings, the movement remains diffuse in goals and structure, making it difficult to coalesce around a concrete agenda and strategy to achieve change, activists said.

What started as a call for justice for Mr. Brown has morphed into a tapestry of organizations with a range of demands — police body cameras, better officer training, more job opportunities for low-income blacks, prison reform, an end to urban violence. Even when they are sympathetic to one another’s causes, they do not necessarily speak with one voice.

And their strategies have varied. For some, street protests organized through social media remain the most effective approach. Others have called for economic boycotts. Still others want to turn to political activism and the voting booth.

„I’ve seen more dialogue, but I’ve not seen the institutional change in Ferguson,” said the Rev. Al Sharpton, 60, who himself has been criticized by some younger activists as being out of touch. Protest leaders, he added, must prove they are building “a longstanding, permanent movement.”

You’ll see who has the depth and who is temporary,” he said.

The occasional tussles between the police and demonstrators last week in and around Ferguson, and the spasms of gunfire on the fringes of the demonstrations, raised another question for the activists:

How does violence affect the movement

.

To many protesters, those outbursts of violence — not to mention the rioting and looting from a year ago — were manifestations of the anger festering among the poor and thus helped dramatize the need for change. But those raw emotions, some say, have also distracted from the peaceful campaign for change and caused it to lose supporters.

In a sign of the search for coordination and perhaps more permanent roots, about 1,500 activists from almost every state and several countries gathered in Cleveland last month for strategy sessions and an inward look at the Black Lives Matter movement, which has been notable for its decentralized leadership model.

We weren’t just talking tactics and eradicating police violence,” said Maurice Mitchell, 36, a New York activist who helped to organize the event, “but also, ‘What is the vision for the world we want?’”

Jonathan Pulphus, 20, a St. Louis activist who helped to start a group called Tribe X, said the conference was a chance for activists to “get on the same plane” ideologically and to discuss real differences in priorities and problems from one city to another. Tribe X, which organizes around urban poverty and violence in addition to police shootings, has helped organize protests around St. Louis over the past year.

We recognize what may work in Ferguson may not work in Baltimore,” he said. “People say: ‘Should you focus on police brutality? Or should you try to bring the conversation to things like voting, things like grocery stores and access to quality food?’ Pretty much, people agreed that these are all issues that are all interconnected.”

Mr. Mayo, a floor technician who lives in nearby Jennings, said protesters had done a great job of spurring a national conversation and bringing awareness to the issues facing many blacks, particularly police violence. But protests without clear goals have their limits, he said.

It just can’t be marching and chanting,” he said. “I’m for protest, but I’m for active protest. I need to see something done.”

Rather than simply shutting down Interstate 70 in suburban St. Louis, as protesters did last week, Mr. Mayo said, the demonstrators might have achieved more by taking petitions to elected officials in the state capital and Washington. He also suggested boycotting businesses to push them to support minority hiring, among other demands..

For Anthony Shahid, 60, a local activist, change starts with the economy. Improving access to jobs for blacks would go a long way toward preventing unrest, he said. Getting there could require major policy changes, like expunging criminal records so ex-convicts can be hired, he said.

Change would come through economic pressure, Mr. Shahid asserted. He said he would call for four and a half days of civil disobedience this week, including blocking highways, boycotting businesses and picketing at local convention and visitors’ centers. If conditions do not improve for young men in inner-city communities, he said, unrest will continue.

The most dangerous man in the world is the man who doesn’t have nothing to lose,” he said.

Such unrest marred peaceful demonstrations last Sunday night when, the police said, rival groups hanging out near protesters began shooting at each other. The ensuing fracas reportedly led several plainclothes detectives to shoot and wound Tyrone Harris Jr., 18, who the police said had fired at them.

While the shooting might undermine support for change, Mr. Shahid said, it might also help keep the public’s attention focused on the problems of poor minority communities in cities like Ferguson. Instead of criticizing the young people accused of looting and setting fires during the unrest over Mr. Brown’s killing, Mr. Shahid said, older activists should put them at the fore of the movement and help them channel their aggression.

Officials here and elsewhere said they were already working to improve relationships between the police and the community. Ferguson is negotiating a settlement with the Department of Justice over an investigation that the department said revealed that racial bias permeated the city’s law enforcement practices.

The consent decree and how it plays out here may be an important marker,” said De Ray McKesson, 30, an activist who has attended and catalyzed several protests, from Ferguson to North Charleston, S.C. “We’ll see whether the weight of their word matches the weight of their power. I think it’s a reminder of why we fight.”

Many activists believe they already have effected meaningful change.

Ashley Yates, 30, emerged as a protest leader last year in St. Louis and has since moved to Oakland, Calif., to continue her activism. She said she saw her role as “culture shaping.”

Dietmar Moews meint: Aktuelle Nachrichten über einen unterschwelligen Bürgerkrieg in St. Louis und in Ferguson glüht. Protest gegen Rassismus und Polizeigewalt lässt sich nicht vertuschen, auch wenn deutsche Medien nur noch auf Tote reagieren (ein toter Nemzow gegen fünf Michael Browns).

Der Mörderpolizist wird nicht angeklagt – folglich der Mord nicht gerichtlich gewürdigt.
